AI voice agent

An AI voice agent, often called a voicebot, is an AI system that understands spoken language and answers by itself: on the phone, at a practice reception desk or in a video call. Unlike a classic phone menu with “press 1”, an AI phone assistant holds a free conversation, asks follow-up questions and records the outcome in a structured way. Scalableloops builds such voice systems for businesses that receive many calls with recurring requests and spend a lot of time on documentation. In healthcare, our AI voice assistant is already in use at a medical practice.

What is an AI voice agent and how does it differ from a phone menu?

A voice agent combines three abilities: it converts speech to text, understands the intent behind it and replies in real time with a synthetic voice (text-to-speech). A classic phone menu only knows fixed paths. Anyone whose request does not fit one of the given categories ends up on hold or hangs up.

An AI phone assistant starts from what the caller actually needs. It asks when something is missing, summarises, and decides by fixed rules what it handles itself and when a person takes over. The main difference from a chatbot is the channel: spoken language is faster, less ordered and full of technical terms that a general language model often does not know.

A voice agent pays off where many calls with similar requests come in and every conversation has to be documented afterwards. In customer service it takes routine work off your staff, while routing to the right person stays in your hands. What does a voice agent look like in our projects?

For medical practices we have built an AI voice assistant that is already in use at one practice. It takes notes during conversations, produces a structured patient history and handles an initial triage at reception. It takes load off reception and documentation without the practice having to rebuild its existing software.

At JourF’x we are responsible for the AI that handles domain context and compliance. There, a video conversation in medicine, law or public administration becomes structured, audit-proof documentation, from preparing the appointment to the finished minutes.

Both projects show the same pattern: the value of a voice system is not created while listening, but in what ends up in the document, the calendar or the ticket afterwards.

Law

What rules apply to voice agents in the EU and Germany?

Since 2 August 2026, the transparency obligations in Art. 50 of the EU AI Act apply. Providers of AI systems that interact directly with people must design them so that people are informed they are interacting with an AI, unless this is obvious to a reasonably well-informed person. For a voice agent, in practice that means a clear notice at the start of the call. More in AI disclosure for chatbots under Article 50.

German criminal law adds another layer: under Section 201 of the Criminal Code (StGB), anyone who records the non-public spoken word of another person without authorisation commits an offence. We therefore decide before the first call whether a conversation is recorded or only processed as text, together with the data protection basis and storage location. How much does an AI voice agent cost?

It depends on how many requests the voice agent should cover, which systems it connects to and how many calls it handles. After a conversation you receive a proposal with phases and effort.

Does a voice agent have to say it is an AI?

Usually yes. Art. 50(1) of the EU AI Act requires that people are informed they are interacting with an AI system unless this is obvious. On the phone it usually is not, so a notice belongs at the start of the call.

May an AI phone assistant record calls?

Only with authorisation. In Germany, Section 201 of the Criminal Code makes it an offence to record the non-public spoken word without authorisation. Before launch we clarify whether calls are recorded, which consent is needed and whether processing as text is enough.

Does a voice agent replace my team on the phone?

No. It takes over recurring requests and documentation. Conflicts, advice and anything that needs judgement stay with your team.

Does the voice agent understand technical terms?

General speech recognition often fails on specialist vocabulary. We therefore tune every voice system to the terms of your industry and test recognition on real conversation samples before going live.
